The Bureau of Indian Standards published a public alert for a recall of skimmed milk powder sold under the IPL Dairy Fresh brand, manufactured by India Potash Ltd., Sikandrabad, Bulandshahr, Uttar Pradesh, under BIS licence 3217141 for IS 13334 (Part 1):2014. The order is dated 1 Jun 2023. The order names the non-conforming parameter as Spore count, aerobic (Bacillus cereus) (clause 5.6 of the standard). The alert covers manufacturing date 30-11-2022.

What a BIS recall is
BIS certifies products against Indian Standards under the ISI mark. When a factory or market sample fails the standard, BIS directs the licensee to recall the affected lot and publishes a public alert.
Spore counts in milk powder
IS 13334 sets microbiological limits including spore-forming bacteria such as Bacillus cereus and sulfite-reducing Clostridia. Powder that fails them can spoil or cause food poisoning once reconstituted, especially if kept warm.

It is not an FSSAI action
BIS recalls run under the BIS Act, 2016, separately from FSSAI's FoSCoS recall system. A BIS alert does not by itself mean an FSSAI licence action.
