Imported cosmetics must be registered: Rule 12 and how to check
Last checked 10 October 2026
Every cosmetic imported into India must be registered with the Central Licensing Authority (the Drugs Controller General of India) under Rule 12(1) of the Cosmetics Rules 2020, applied for on Form COS-1 through the SUGAM portal and granted on Form COS-2, and the registration number must appear on the label (Rule 15); an unregistered import is unlawful to sell, which is the basis of the 2026 alerts and cancellations.

Scope. A record here does not by itself mean a product or company is unsafe or banned today. Regulatory actions can apply to one batch, one formulation, one period or one state. Below: Blacklisted's explanationWe organise and explain what the document says. The document above is the authority.
Key facts
- Who registers
- The importer or the foreign manufacturer's Indian agent, per product and per manufacturing site
- How
- Form COS-1 on SUGAM; certificate on Form COS-2; valid until cancelled (Rule 13)
- On the pack
- Importer's name and address and the registration certificate number (Rule 15)
- Cancellation
- Rule 16: the authority may cancel for label mismatches, false information or non-compliance, after a hearing
- Animal testing
- Products tested on animals after 12 Nov 2014 cannot be registered (Rule 18(4))
- 2026 actions
- Kult App (27 registrations, Feb); Skintl Enterprises (Aug); Goree and Chandni alert (Sep): all rest on this rule
India has registered imported cosmetics since 2010, and the Cosmetics Rules 2020 made the system the foundation of enforcement. Rule 12(1) says no cosmetic shall be imported unless it is registered by the Central Licensing Authority, which is the Drugs Controller General of India acting through CDSCO's cosmetics division. The application goes on Form COS-1 through the SUGAM portal, product by product and site by site, with the label, ingredient list and a declaration that the product was not tested on animals after 12 Nov 2014. The certificate is Form COS-2 and stays valid until cancelled.
Rule 15 requires the pack to carry the importer's name and address and the registration number, and that is the consumer's only check, because CDSCO's last published list of registered cosmetics is from October 2017 and there is no public search. Rule 16 lets the authority cancel a registration for label mismatches, false particulars or breaches, after hearing the holder.
Every cosmetics enforcement action of 2026 rests on this rule. Kult App's 27 registrations were cancelled because the labels on sale did not match the registered ones; Skintl's because it sold unregistered products and printed other products' numbers; and the Goree and Chandni alert because the creams were never registered at all. Section 10(b) of the Drugs and Cosmetics Act makes the import of an unregistered cosmetic an offence.
What this means for you
How to check an imported product
Look for an Indian importer's name and address and a CDSCO registration number (RC/COS-xxxxxx or an older format) on the pack or a sticker. No number means no registration.
Grey imports are unregistered
Products bought abroad and resold, or imported by a seller who is not the registered importer, carry no registration for that seller. That is the problem the 2026 cancellations describe.
No public register
CDSCO's published list of registered cosmetics dates from 2017. There is no live public search, so the pack is the only check available to a consumer.
This is a record of official orders, not medical advice. Do not stop a prescribed medicine without asking your doctor or pharmacist.
Common questions
Is it legal to buy imported cosmetics online in India?
Yes, if the seller imports them under a CDSCO registration and the pack carries the number. Buying a product that was never registered is not an offence by the buyer, but the seller is breaking the law and nobody has checked the product.
