QR 678 Neo and Elementre MD Peel: registrations cancelled for treatment claims
Last checked 10 October 2026
CDSCO cancelled the registration of QR 678 Neo (Esthetic Centers International, Mumbai, RC/COS-001410) on 22 Dec 2025 because it was marketed online with drug claims for post-chemotherapy and androgenetic hair loss, and of Elementre MD Peel-Tri AHA (Glow Global LLP, Hyderabad, RC/COS-005139) on 11 May 2026 because a 60 per cent alpha-hydroxy-acid peel at pH 1.5 to 2.5 with a 'patient tolerance' claim is not a cosmetic; both under Rule 36 (misleading claims) and, for the peel, Rule 39(1).

Key facts
- QR 678 Neo
- Anti-hair-loss product by Esthetic Centers International, Mumbai; website and social media claimed treatment of hair loss after chemotherapy and androgenetic alopecia; registration cancelled 22 Dec 2025
- Elementre MD Peel-Tri AHA
- Glow Global LLP, Hyderabad; 60 per cent total AHA at pH 1.5 to 2.5, marketed with a 'patient tolerance' claim; registration cancelled 11 May 2026
- Rule
- Rule 36: no cosmetic may be presented in a way that makes a therapeutic claim; Rule 39(1): cosmetics must meet the applicable standard
- The line
- A product that claims to treat a condition is a drug and needs a drug approval; it cannot be registered as a cosmetic
Two CDSCO orders six months apart draw the same line. On 22 Dec 2025 the cosmetics division cancelled the registration of QR 678 Neo, an anti-hair-loss product from Esthetic Centers International in Mumbai, registered under RC/COS-001410. The company's website and social media marketed it for hair loss after chemotherapy and for androgenetic alopecia. Those are treatment claims, and Rule 36 of the Cosmetics Rules 2020 bars a cosmetic from being presented as if it treats a condition.
On 11 May 2026 the division cancelled RC/COS-005139 for Elementre MD Peel-Tri AHA, from Glow Global LLP in Hyderabad. The product was a 60 per cent alpha-hydroxy-acid peel at a pH of 1.5 to 2.5, marketed with a 'patient tolerance' claim. The order cites Rule 36 and Rule 39(1): at that strength and acidity the product is a clinical procedure, not a cosmetic, and 'patient' is a word that belongs to drugs.
Both companies remain free to apply for drug approval if they want to keep the claims. What they cannot do is register a cosmetic and sell it as a treatment. The 18 May 2026 notice on injectables made the same point for a different product class.
What this means for you
Claims decide the category
The same bottle is a cosmetic if it promises to improve appearance and a drug if it promises to treat hair loss or a skin disease. Claiming treatment without a drug licence is what both orders punish.
Strong peels are clinic drugs, not cosmetics
A 60 per cent acid at pH 1.5 can burn skin. Products at that strength are used under medical supervision and cannot be registered as cosmetics.
This is a record of official orders, not medical advice. Do not stop a prescribed medicine without asking your doctor or pharmacist.
Common questions
Is QR 678 banned in India?
Its cosmetic registration was cancelled on 22 Dec 2025. The company can seek approval as a drug if it wants to make treatment claims; it cannot sell it as a cosmetic with those claims.
